❶  In order to bring the ever-­increasing costs of home care for elderly and needy persons under control, managers of home care providers have introduced management systems.  

❷ These systems specify tasks of home care workers and the time and budget available to perform these tasks.

❸ Electronic reporting systems require home care workers to report on their activities and the time spent, thus making the distribution of time and money visible and, in the perception of managers, controllable. 

❹ This, in the view of managers, has contributed to the resolution of the problem.

❺ The home care workers, on the other hand, may perceive their work not as a set of separate tasks to be performed as efficiently as possible, but as a service to be provided to a client with whom they may have developed a relationship. 

❻ This includes having conversations with clients and enquiring about the person’s well­being.

❼ Restricted time and the requirement to report may be perceived as obstacles that make it impossible to deliver the service that is needed.

❽ If the management systems are too rigid, this may result in home care workers becoming overloaded and demotivated.

 

 

 

❶ [ 비용 통제를 위한 관리 시스템 도입 ]   노인과 빈곤층을 위한 재택 간호의 계속적으로 증가하는 비용을 통제하기 위해 재택 간호 제공 업체의 관리자는 관리 시스템을 도입했다. 

❷ [ 업무, 시간, 예산 명시 ]  이러한 시스템은 재택 간호 종사자의 업무와 이러한 업무를 수행하는 데 사용할 수 있는 시간과 예산을 명시한다.

❸ [ 전자 보고로 시간·비용 통제 ]    전자 보고 시스템은 재택 간호 종사자가 자신의 활동과 소요 시간을 보고하도록 요구하므로 시간과 비용의 분배를 잘 보이게 만들고, 관리자의 입장에서는 통제 가능하게 만든다.  

❹ [ 관리자의 문제 해결 관점 ]   관리자의 관점에서는, 이것이 문제 해결에 기여해 왔다.

❺ [ 간호는 관계 중심 서비스 ]   반면에, 재택 간호 종사자들은 자신의 업무를 가능한 한 효율적으로 수행되어야 하는 일련의 분리된 업무가 아니라, 그들이 관계를 맺어온 고객에게 제공되는 서비스로 인식할 것이다.  

❻ [ 대화와 안부 확인 포함 ]    이것은 고객과 대화를 나누고 고객의 안부를 묻는 것을 포함한다.

❼ [ 시간 제한과 보고는 장애물 ]   제한된 시간과 보고를 해야 한다는 요구 사항은 필요한 서비스를 제공하는 것을 불가능하게 하는 장애물로 여겨질 것이다.

❽ [ 엄격한 시스템은 부담과 의욕 저하 초래 ]  만약 관리 시스템이 너무 엄격하면, 이것은 재택 간호 종사자가 너무 많은 부담을 지게 되고 의욕을 잃는 결과를 초래할 것이다.
